There are a lot of patches in Roundup that need to be reviewed. There aren't enough people reviewing patches, so some patches tend to sit around for a long time.
The Python wiki has a page on Issue workflow that also talks about how to review patches. It's at http://www.python.org/dev/workflow/ .
