In order to solve this:
* First, understand how bug recommendations get cached
* Take a look at the implementation of /+meta/
This would be good because once start measuring this, we can start making sure we
*do* cache bug recommendations.

Right now, it's slow when I refresh http://openhatch.org/. I have a hunch that
this is because the bug recommendation cache is empty for me.
There should be section on http://openhatch.org/+meta/ indicating the percentage
of users with cached bug recommendations. Then we can get a sense of if this is
a real problem.
